For the US market, EPA registration and TSCA (Toxic Substances Control Act) compliance are mandatory. For the EU, products must adhere to REACH regulations and the CLP Regulation. Always request a valid SDS (Safety Data Sheet) in the language of the destination country to ensure legal entry and safe handling.

Request third-party lab test reports (such as SGS or Intertek) focusing on active ingredient content (e.g., surfactant percentage or alcohol concentration). For disinfectants, verify kill-rate certifications against specific pathogens. It is highly recommended to perform a stability test to ensure the formula does not separate or degrade under different temperature conditions during transit.

Packaging must be leak-proof and corrosion-resistant, typically using High-Density Polyethylene (HDPE) or specialized PET plastics. For hazardous substances, ensure the containers are UN-certified. Additionally, check for child-resistant closures (CRC) if the product is intended for retail, and ensure the induction seal is intact to prevent oxidation and leakage during high-pressure air or sea freight.

Increasingly, markets demand biodegradable surfactants and phosphate-free formulas. Look for suppliers who can provide Eco-label certifications or compliance with VOC (Volatile Organic Compounds) limits. Sourcing concentrated formulas is also an economically feasible strategy to reduce carbon footprints and shipping costs per unit.

The main risk is classification as Dangerous Goods (DG). Many household cleaners are flammable or corrosive, requiring specialized DG containers and higher freight rates. Failure to declare these correctly can lead to heavy fines, shipment seizure, or port rejection. Always consult with a freight forwarder experienced in Class 3, 8, or 9 hazardous materials.

When negotiating, clearly define the Active Matter (AM) percentage, as this is the primary cost driver. Request a Technical Data Sheet (TDS) for every custom formulation. To secure your transaction, use secured payment terms and consider hiring a pre-shipment inspection service to verify that the chemical composition matches the approved sample before the final balance is paid.

Beyond the standard Invoice and Packing List, you must provide a Safety Data Sheet (SDS/MSDS), a Certificate of Analysis (COA), and a Dangerous Goods Declaration if applicable. For certain regions, a Non-Hazardous Chemical Appraisal Report (issued by recognized institutes like DGM) is necessary to prove the cargo can be shipped as general cargo, significantly reducing logistics costs.
