When sourcing supply vessels (such as PSVs or OSVs), you must prioritize Deadweight Tonnage (DWT) and Deck Cargo Capacity, as these determine the vessel's earning potential. Evaluate the Brake Horsepower (BHP) and Bollard Pull if the vessel is intended for towing or anchor handling. Additionally, check the Dynamic Positioning (DP) Class; DP2 or DP3 systems are industry standards for high-precision offshore operations to ensure safety near oil rigs.

The vessel must strictly adhere to IMO (International Maritime Organization) regulations. Key certifications include the SOLAS (Safety of Life at Sea), MARPOL (Prevention of Pollution from Ships), and the ISM Code (International Safety Management). Ensure the vessel is 'In Class' with a recognized IACS member (such as ABS, DNV, or LR) and that all Special Surveys and Dry-docking records are up to date to avoid immediate post-purchase capital expenditure.

Conduct a thorough review of the vessel’s tank capacities for fuel, drill water, and liquid mud, ensuring they meet your specific project requirements. Verify the discharge rates of the onboard pumps and the crane lifting capacity. For vessels operating in extreme environments, confirm ice-class ratings or specialized HVAC systems for tropical climates. A comprehensive sea trial and independent hull thickness gauging are essential to validate performance.

Calculate the Total Cost of Ownership (TCO), which includes the purchase price, reflagging costs, mobilization/delivery fees, and potential retrofitting for environmental compliance (e.g., Ballast Water Treatment Systems). Compare the fuel consumption rates at service speed versus standby mode, as fuel efficiency is a primary driver of operational profitability in the offshore sector.

Utilize Escrow Accounts for the deposit and final payment to ensure funds are only released upon the successful transfer of the Bill of Sale and Protocol of Delivery and Acceptance. It is highly recommended to use the BIMCO SALEFORM (the standard memorandum of agreement) to clearly define the rights and obligations of both the buyer and seller.

Focus negotiations on the delivery location and the condition of the vessel upon delivery. Demand a 'charter-free' delivery unless you intend to take over existing contracts. Negotiate for the inclusion of onboard spares and bunkers (fuel) in the closing price, which can save significant costs during the initial mobilization phase.

Vessels can be delivered via 'Own Power' (sailing) with a delivery crew, which is the most common method. Alternatively, for non-operational vessels or long distances, Heavy Lift Vessels (Dry Tow) or Wet Towage by a tugboat can be arranged. Ensure Marine Cargo Insurance and Protection and Indemnity (P&I) cover are active from the moment of title transfer.

Perform rigorous Sanction Screening on the vessel's previous ownership, the current seller, and the Flag State. Ensure the vessel is not listed on any international blacklists (e.g., OFAC). Verify that the vessel's Certificate of Registry is clean and that there are no maritime liens or encumbrances registered against the hull in its current jurisdiction.
