Yes, you need to pay the plate cost for the printing. For example, if your bag needs one color, the plate cost is USD 60. If two colors, the plate cost will be 2*60=120. The plate cost needs to be paid all besides the deposit. But if you need the pre-production samples, the plate cost need to be paid all besides the sample cost.
