Q:Can permanent magnet synchronous motors be used as generators?

No. Permanent magnet synchronous motors are absolutely different from generators. Only AC motors output speed and torque to drive electric devices.
Q:Why three-phase AC motors cannot supply voltage to start permanent magnet synchronous motors?
A:
Because of the big inertia of the rotor and of the magnetic field the static rotor has no way to spin fast enough.
Q:Is there any protective measures to defend permanent magnet rotors from failure?
A:
Yes, each permanent magnet rotor passes corrossion resistance, consistency, high temperature demagnetization test, linear demagnetization test, etc. Its demagnetization index is within 2%. If the working environment is highly corrosive, kindly advise for higher protection level.
