This assembly joins a bright galvanized mounting plate with a black coated arm in a ratchet style joint.
The vertical plate at the top right is drilled with four countersunk holes and a fifth hole for the pivot.
A solid triangular wedge stands on the lower horizontal plate as the locking point for the moving arm.
The black forked arm swings on a large silver rivet, and its inner edge carries teeth that engage the wedge.
The remaining holes in the horizontal plate allow the lower bracket to be fastened to a frame at the chosen position.
