BIS Certification is a means for providing third-party guarantee of quality, safety, and reliability of products to the customer. For B2B buyers and manufacturers, it is mandatory under the Compulsory Registration Scheme (CRS) or Product Certification Scheme (ISI Mark) for specific categories like electronics, chemicals, and steel. Without this certification, goods will be confiscated by Indian Customs, leading to total loss of shipment.

Key categories include Electronic & IT goods (laptops, mobile phones, power adapters), Solar Photovoltaic systems, Chemicals, Steel products, and Toys. It is crucial to verify the IS (Indian Standard) number applicable to your specific product before initiating production to ensure the factory is capable of meeting those exact technical parameters.

The manufacturing unit must have in-house testing facilities to conduct routine tests as per the relevant Indian Standard. The process involves sample testing in a BIS-recognized lab and a physical audit of the manufacturing premises by a BIS officer (for the ISI mark scheme). For the CRS scheme, only lab testing and registration are required, but the manufacturer must appoint an Authorized Indian Representative (AIR) if they do not have a branch office in India.

Initial registration is typically valid for two years. Maintenance requires timely renewal (at least 3 months before expiry) and ensuring that any changes in raw materials or manufacturing processes are reported to BIS. Failure to maintain the standard can result in the blacklisting of the manufacturer, affecting all future exports.

The primary risk is Lead Time Miscalculation; obtaining BIS certification can take 60 to 90 days. Another risk is Non-compliant Labeling; the BIS logo and registration number must be permanently marked on the product and packaging. If the marking is missing or incorrect upon arrival at the Indian port, the Customs authorities will deny entry, and re-labeling in a bonded warehouse is often expensive or prohibited.

Buyers should clearly define who bears the Testing Fees, Audit Expenses, and AIR (Authorized Indian Representative) costs.
