For plush toys, check for seam strength and the use of new, hygienic stuffing materials.

Every toy or its packaging must clearly display the ISI Mark with the license number (CM/L-xxxxxxx). Additionally, the label must include the manufacturer's name and address, country of origin, age grading, batch number, and statutory warnings in English or Hindi. Failure to meet these labeling requirements can lead to shipment seizure at Indian customs.

Request drop tests and tension tests reports to ensure the toy does not break into dangerous shards or release small components during rough play. For battery-operated toys, verify the battery compartment security (requires a tool to open) and the quality of the internal circuitry to prevent overheating.

The Quality Control Order (QCO) mandates that no person shall manufacture, import, or sell toys without the ISI Mark. The biggest risk is a Foreign Manufacturer Certification Scheme (FMCS) lapse. Always verify the supplier's license status on the official BIS portal before placing a deposit, as customs will not allow 'rectification' once the goods arrive.

Obtaining BIS certification involves factory audits and sample testing, which are expensive. For large-scale buyers, negotiate a cost-sharing model or a rebate on unit prices once a certain volume is reached. Ensure the contract specifies that the supplier is responsible for maintaining the license validity throughout the production period.
