If exporting to the US or Europe, the engine must comply with EPA Tier 4 Final or EU Stage V emission standards. For other regions, Tier 2 or Tier 3 may be acceptable. Always request a CE Marking for European markets and verify that the ROPS/FOPS (Roll-Over/Falling Object Protective Structure) is certified to ISO 3471/3449.

Focus on the Circle Drive System; look for a circle with a hardened internal gear and wear-resistant inserts to reduce play over time. Check for centralized lubrication points, which significantly lower daily maintenance time. Ask the supplier for the service life of wear parts (like cutting edges and end bits) and ensure the transmission is a reliable power-shift type with electronic control for smooth shifting and longevity.

For heavy road construction, an All-Wheel Drive (AWD) configuration is recommended to increase productivity in poor underfoot conditions. For fine grading, look for machines compatible with 3D Grade Control Systems (like Topcon or Trimble). If the grader is intended for snow removal, ensure the supplier provides attachments like snow wings and V-plows, along with high-output heating systems for the cabin.

The biggest risks include Quality Mismatch and Shipping Damage. To mitigate these, always hire a third-party inspection agency (like SGS or Intertek) to conduct a Pre-Shipment Inspection (PSI) to verify the machine's functional status. Ensure the transaction is protected by Trade Terms that include insurance, and use secure payment methods like Letter of Credit (L/C) or platforms like Made-in-China.com that offer secured trading services.

Motor graders are OOG (Out of Gauge) cargo. The most cost-effective method is Ro-Ro (Roll-on/Roll-off) shipping, which minimizes handling risks. Alternatively, Flat Rack containers can be used, but require professional lashing. Ensure the supplier applies anti-corrosion wax to all exposed hydraulic cylinders and metal surfaces to prevent saltwater damage during the sea voyage.

Don't just negotiate on the unit price; negotiate the Spare Parts Package. Request a '2-year maintenance kit' (filters, seals, wear strips) to be included in the FOB price. Also, discuss Warranty Terms—specifically, whether the warranty covers only parts or also includes local labor subsidies, and confirm the availability of technical support via video link or local service centers.

Buyers must check for Anti-Dumping Duties (ADD) or specific Import Tariffs on Chinese-made machinery in their home country. Verify the HS Code (typically 8429.20) with your customs broker to calculate precise duties. Request a Certificate of Origin (CO) from the supplier to take advantage of any existing Free Trade Agreements (FTA) that might reduce or exempt import taxes.
