For pharmaceutical exports to the EU, compliance with the Falsified Medicines Directive (2011/62/EU) regarding anti-tampering devices (ATD) is mandatory to ensure patient safety.

Always prioritize 'Audited Suppliers' who have undergone third-party verification by agencies like SGS or Bureau Veritas. Request a factory audit report specifically focusing on their testing laboratory capabilities, such as tensile strength testers and salt spray chambers. Check their transaction history and buyer reviews to ensure they have experience with international shipping standards.

The primary risk is Customs seizure if the seals do not meet the destination country's security regulations (e.g., C-TPAT for the USA). Another risk is damage during transit; ensure the supplier uses heavy-duty corrugated boxes and moisture-proof inner packaging. To mitigate financial risk, use secured payment terms and consider a pre-shipment inspection to verify that the serial numbers match your order exactly.

Negotiate based on volume-tiered pricing, as the unit cost for plastic seals drops significantly when ordering over 10,000 units. Request free samples to test the adhesive strength and tamper-evidence clarity before committing. Discuss lead times clearly, as customized laser engraving can add 5-7 days to the production cycle compared to stock items.

Ensure the Commercial Invoice and Packing List clearly state the HS Code (typically 392690 for plastic seals or 732690 for metal seals) to avoid tariff misclassification.
